Dcentralisation de la Gestion des Ressources Humaines en Sant en Rpublique Dmocratique du Congo. Enjeux et Perspectives

But : L'tude analyse les enjeux et dfis de la dcentralisation de la gestion des ressources humaines en sant en RDC, visant à amliorer l'efficacit et l'quit du système de sant grâce à une approche dcentralise et à identifier des perspectives novatrices pour une ventuelle rforme du système de gestion des ressources humaines en sant.
Mthodologie : L'tude a utilis une approche qualitative avec un questionnaire de 26 questions dploy lectroniquement via Google Forms et en format papier, administr aux agents de diffrentes provinces entre janvier et avril 2024. L'analyse des donnes a t ralise en utilisant les outils Jamovi pour les tableaux de frquences et Microsoft Word pour la mise en forme des textes.
Rsultats : Les rsultats ont montr un soutien majoritaire à la dcentralisation de la gestion des ressources humaines en sant en Rpublique Dmocratique du Congo et une croyance en son potentiel pour amliorer la motivation du personnel. Les avantages perçus incluaient une amlioration de la motivation financière et administrative du personnel, tandis que les principaux dfis taient la rsistance au changement des autorits centrales. Les disparits entre provinces taient galement notes, avec des doutes de par les participants.
Contribution unique à la thorie, à la politique et à la pratique : L'tude en lumière les enjeux de rapprocher la prise de dcision des ralits locales et souligne les dfis de la sant dans un système centralis, l'impact ngatif de la centralisation sur leur motivation et stabilit et propose des perspectives novatrices pour une ventuelle dcentralisation adapte aux ralits locales pour garantir un système de sant plus efficace, quitable et durable en RDC.
