Abstract

Objectif : Cet article analyse les impacts croissants de la montée des eaux du lac Tanganyika sur la commune de Kavimvira, en République             démocratique du Congo, en mettant en lumière les perturbations subies par les populations, les infrastructures et les écosystèmes littoraux, dans un contexte marqué par le changement climatique et des phénomènes météorologiques extrêmes comme El Niño.

Méthodologie : Grâce à une approche qualitative fondée sur des entretiens, des focus groups et des observations de terrain, et en mobilisant les concepts de vulnérabilité, résilience et adaptation, l’étude identifie les facteurs socio-environnementaux qui accentuent les risques, les capacités d’absorption des communautés locales, ainsi que les stratégies qu’elles déploient pour faire face aux inondations.

Résultats : Les résultats montrent que les réponses institutionnelles demeurent quasi absentes, laissant les communautés porter seules l’essentiel de la réponse aux inondations. Les conséquences documentées dépassent la seule perte matérielle : insécurité alimentaire, maladies d’origine hydrique, déscolarisation d’enfants et dépendance croissante à l’aide humanitaire. Les interactions entre le lac, le marais Nyangara et les infrastructures de Kavimvira restent par ailleurs peu étudiées.

Contribution originale à la théorie, à la pratique et aux politiques (Recommandations) : L’étude propose des pistes pour articuler les initiatives communautaires à une gouvernance locale structurée, plutôt que de s’en remettre à la seule résilience des populations, en combinant relocalisation, entraide et aménagements locaux.
